This article outlines the business and fiscal incentives put forward by the Italian Decree «Sviluppo» 2012 with the aim of promoting the issuance of commercial papers by Italian Smes. Structuring strategies and potential marketdevelopments associated with the need for Smes to satisfy working capital-driven financial requirements are illustrated.The study is also enhanced by the comparative analysis of foreign commercial paper markets. Key demand and offer factors that are expected to favor the expansion of such market in Italy are conclusively discussed.
