Financing Europe’s Intangible Economy: The Role of Intellectual Property-Backed Finance

Europe's most innovative firms face a structural financing deficit rooted not in the absence of intellectual property but in the financial system's inability to treat it as a bankable asset. Closing this gap requires creating an enabling environment for Ip backed finance. Drawing on Eu policy documents, research by the Eu Intellectual Property Office and the European Patent Office, and comparative international evidence, we examine key elements: a standardised valuation framework, a network of accredited valuers, secondary market development, a public guarantee for intellectual property, securitisation, and tokenisation. The discussion is situated within the Eu Startup and Scaleup Strategy and the forthcoming European Competitiveness Fund.
