The article highlights how over-regulation in the Eu, including overlaps, national gold plating and disproportionate burdens on Smes, hampers competitiveness, including in the banking sector. It is not calling for deregulation, but for simplification and real proportionality, which are still little applied. European initiatives are slow and often compensate for the few simplifications with new rules. The Italian Banking Association proposes 87 interventions. Two approaches emerge in Europe: separate regime for small banks or adaptation of existing rules. Regulatory complexity risks reducing banking biodiversity, which is essential to support Smes and local economies.
