The European Artificial Intelligence Act: impacts and perspectives

On 12 July 2024, the Artificial Intelligence Regulation (Ai Act) was published in the Official Journal of the European Union. The publication marks the conclusion of a long Eu legislative process aimed at regulating the use of Artificial Intelligence based on a risk-based approach. The regulation aims to create a uniform legal framework for Ai, promote ethical and human-centred Ai systems, and ensure the protection of fundamental rights and security. The rules include bans on specific Ai applications, requirements for high-risk systems, and transparency rules. In addition, the Ai Act introduces liability aspects, providing for obligations and sanctions for Ai providers and users in the event of damage caused by high-risk Ai systems, with the aim of protecting citizens’ rights. The regulation and other accompanying measures fit into the context of existing European regulations, with which they must be coordinated. In particular, they complement the producer liability rules already in force by extending their application to Artificial Intelligence systems. The implementation of the regulation will be staggered until 2027.
