The mutual guarantee institutions (confidi) are an important part of the Italian financial system and play a valuable role in smoothing the relationship between banks and Smes. Nevertheless they suffer from relevant weaknesses that law makers, public authorities and regulators repeatedly tried to address in the last decade. The combined effect of the new regulatory framework and the financial crisis is producing pervasive and long-lasting effects on the mutual guarantee system
