The Basel rules are the result of a solid process and extensive political and technical negotiations. However, the outcome may not always appear optimal. There is frequent criticism of not having considered the characteristics of the underlying real economy, or of inducing competitive imbalances between different jurisdictions.The article suggests to policy makers six possible practical corrections, as a test of the the principles of better regulation.The six suggestions could be applied at least at the start of each European legislature.The result would be a better calibration of the rule, both with respect to banking risk and to the characteristics of the real economy.
